		<description>I see the point.  I believe the assumption is that they&#039;ll be hammered with more responsibility after getting the 5.  

Not to mention, that the ratings are collaborative so it&#039;s not just your boss that decides your rating, but his peers can shoot down his evaluation of a 5.  So if you have a pansy boss you&#039;ll never get a good raise.  

I&#039;m not sure that it&#039;s a good system.  It sounds good, but I constantly saw talent leave and mediocrity stay.</description>
